The theft of state unemployment funds is the first pandemic fraud tied to foreign, state-sponsored cybercriminals that the U.S. government has acknowledged publicly. Hackers linked to the Chinese government stole at least $20 million in U.S. Covid relief benefits, including Small Business Administration loans and unemployment insurance funds in over a dozen states, according to the Secret Service. The theft of taxpayer funds by the Chengdu-based hacking group known as APT41 is the first instance of pandemic fraud tied to foreign, state-sponsored cybercriminals that the U.S. government has acknowledged publicly, but may just be the tip of the iceberg, say U.S. law enforcement officials and cybersecurity experts. The officials and experts, most speaking on condition of anonymity because of the sensitivity of the subject matter, say other federal investigations of pandemic fraud also seem to point back to foreign state-affiliated hackers. “It would be crazy to think this group didn’t target all 50 states,” said Roy Dotson, national pandemic fraud recovery coordinator for the Secret Service, who also acts as a liaison to other federal agencies probing pandemic fraud. The Secret Service declined to confirm the scope of other investigations, other than to say there are more than 1,000 ongoing investigations involving transnational and domestic criminal actors defrauding public benefits programs, and APT41 is “a notable player.” And whether or not the Chinese government directed APT41 to loot U.S. taxpayer funds or simply looked the other way, multiple current and former U.S. officials say the fact of the theft itself is a troubling development that raises the stakes. One senior Justice Department official called it “dangerous” and said it had serious national security implications. “I’ve never seen them target government money before,” said John Hultquist, head of intelligence analysis at cybersecurity firm Mandiant. “That would be an escalation.” The Chinese Embassy in Washington did not respond to requests for comment. ‘The horse is out of the barn’ As soon as state governments began disbursing Covid unemployment funds in 2020, cybercriminals began to siphon off a significant percentage. The Labor Department Office of Inspector General has reported an improper payment rate of roughly 20 percent for the $872.5 billion in federal pandemic unemployment funds, though the true cost of the fraud is likely higher, administration officials from multiple agencies say. In-depth analysis of four states showed 42.4% of pandemic benefits were paid improperly in the first six months, the department’s watchdog reported to Congress last week. A Heritage Foundation analysis of Labor Department data estimated excess unemployment benefit payments of more than $350 billion between April 2020 and May 2021. “Whether it’s 350, 400 or 500 billion, at this point, the horse is out of the barn,” said Linda Miller, the former deputy executive director of the Pandemic Response Accountability Committee, the federal government’s Covid relief fraud watchdog. By the time that Covid relief funds appeared as a target of opportunity in 2020, APT41, which emerged more than a decade ago, had already become the “workhorse” of cyberespionage operations that benefit the Chinese government, according to cyber experts and current and former officials from multiple agencies. The Secret Service said in a statement that it considers APT41 a “Chinese state-sponsored, cyber threat group that is highly adept at conducting espionage missions and financial crimes for personal gain.” Ambassador Nathaniel Fick, head of the State Department’s Bureau of Cyberspace and Digital Policy, said cyber espionage is a long-time Chinese national priority aimed at strengthening its geopolitical position. “The United States is target number one, because we are competitor number one.” Fick told NBC News. “It’s a really comprehensive, multi-decade, well-considered, well-resourced, well-planned, well-executed strategy.” American officials have blamed Chinese actors for the Office of Personnel Management breach, the Anthem Health breach, and the Equifax breach, among others. The experts and officials describe the Chinese model of “state-sponsored” hackers as a network of semi-independent groups conducting contract work in service of government espionage. The Chinese government may direct a hacking group to attack a certain target. APT41, also known to cybersecurity firms as Winnti, Barium and Wicked Panda, fits the model and is considered a particularly prolific Chinese intelligence asset, known to commit financial crimes on the side. Demian Ahn, a former assistant U.S. attorney who indicted five APT41 hackers in 2019 and 2020, said the evidence showed APT41 had tremendous reach and resources. The defendants, who were accused of infiltrating governments and companies around the world while conducting ransomware attacks and mining cryptocurrency, talked “about having tens of thousands of machines at one time, as part of their efforts to obtain information about others, and also to generate criminal profits.” None of the five Chinese nationals indicted have been extradited, and the cases remain open. APT41’s intrusion methods have included hacking legitimate software and weaponizing it against innocent users, including businesses and governments. Another tactic involves tracking public disclosures about security flaws in legitimate software. APT41 uses that information to target customers who don’t immediately update their software, according to a former Justice Department official familiar with the group. Recommended The primary purpose of APT41’s state-directed activity, say the experts and officials, is believed to be collecting personally identifying information and data about American citizens, institutions and businesses that can be used by China for espionage purposes. “They have the patience, the sophistication and the resources to carry out hacking that has a direct impact on national security,” said a former Justice Department official familiar with the group. Law enforcement officials and counterintelligence experts have testified to Congress that by now, every adult American has had all or most of their personal data stolen by the Chinese government. ‘Wild West’ Beijing has increasingly turned its focus to breaching U.S. critical infrastructure in recent years, say current and former officials and China and cybersecurity experts, with worldwide campaigns driven by APT41. China’s targets include state governments, which can have inadequate cybersecurity defenses. “The state governments don’t allocate a lot of cyber protection money to their state I.T. infrastructure,” said William Evanina, the former director of the National Counterintelligence and Security Center, part of the Office of the Director of National Intelligence. “So it’s really an unprotected Wild West.” The Covid fraud scheme that the Secret Service has publicly linked to APT41 began in mid-2020 and spanned 2,000 accounts associated with over 40,000 financial transactions. “Where their sophistication comes in is the ability to work heavily and quickly,” said the Secret Service’s Dotson. The agency said it has been able to recover about half of the stolen $20 million. But while Evanina and other officials and experts consider APT41’s breach of state systems a national security issue, they aren’t convinced that stealing Covid funds was a goal of the Chinese government. Such thefts increase the risk of criminal prosecution and make it harder for China to obscure the state’s role. They believe that the Chinese government may have simply tolerated the hackers making a profit off their labors. Many believe the hackers are still inside state IT systems. Mandiant, which contracts with over 75 state and local government organizations and agencies, issued a report in March that the APT41 had infiltrated six — and likely more — state governments using back doors in popular software and was exfiltrating data on citizens. Hultquist told NBC News that Mandiant analysts discovered at least two occasions involving interactions with servers associated with state benefits after May 2021. Current officials would not comment about whether APT41 still had access to state government networks after being discovered last year. The Department of Labor, the Small Business Administration, the Cybersecurity and Infrastructure Security Agency and the White House all declined to comment and referred NBC News to the DOJ. The FBI and DOJ declined to comment. The Department of Homeland Security did not respond to requests for comment. But Evanina said, “Once you are in these systems with intent to promulgate theft of PII [Personally Identifying Information], you’re in forever,” noting that at the state and local level many disparate systems share an interconnected domain. “Unless,” he said, “you tear down the systems and replace everything.” State agencies across the country continue to struggle against invisible online attackers, many lacking the proper funding and expertise to secure their online benefits systems. “If we can come together and really have open and honest conversations about what works well and what went very wrong, we would just be in a much better place to stop this,” said Maryland Secretary of Labor Tiffany Robinson, who said her state’s system is still bogged down by thousands of fraudulent applications and phone calls each week. “Because this is not over.” Federal officials acknowledge they are nowhere close to fully accounting for what really happened to benefits programs in the pandemic. “A lot of these criminals, we’ll never be able to indict and locate,” said a federal law enforcement official with direct knowledge of fraud investigations involving China-based hackers. “With the internet and the dark web, it’s borderless.”

election, which could benefit Walker: 38% are 65 years and up — a group that the GOP candidate has an overall advantage with, according to polls. In the closing days of his campaign, Walker appeared Saturday on Fox News to complain about about media coverage of his run, and blamed Warnock and President Joe Biden for inflation and crime. “Because of Joe Biden, we have these high gas prices. As of Thursday afternoon, the lava was about 3.2 miles away from the Daniel K. Inouye Highway, also known as Saddle Road, which connects the east and west sides of the Big Island. Lava flows from the eruption of Hawaii's Mauna Loa, the world's largest active volcano, are moving toward a main highway, adding to local worries on an island with few major roadways. The U.S. Geological Survey confirmed in its most recent update, issued Thursday night local time, that the lava flows "are traveling to the north toward the Daniel K. Inouye Highway (Saddle Road) but have reached relatively flatter ground and have slowed down significantly as expected." The highway connects the east and west sides of the Big Island, acting as a thoroughfare between the towns of Hilo and Kona. The lava is traveling toward the highway at a rate of about 0.025 mph and, as of 1 p.m. local time Thursday, the flow front was about 3.2 miles from the highway, the agency's most recent update said. That rate means the flow could reach the highway in about a week, but that timeline could change, according to the update, which notes that "there are many variables at play and both the direction and timing of flow advance are fluid and are expected to change over periods of hours to days." A blockage of the road would pose problems, especially for those who use it to commute from Hilo and other parts of the island’s east side, where housing is generally more affordable, to jobs on the west side, home to many of the larger beach resorts. Hilo is also home to the Hilo Medical Center, which employs 1,600 people, some of whom come from the west side, NBC affiliate KHNL of Hawaii reported. “We have such limited roadways on this island and any time we lose a roadway, it just shifts all that traffic to somewhere else,” Mike Brown, a Kona resident, told NBC News. Unless some sort of bypass is constructed, commuters would need to take coastal routes to and from Kailua-Kona, adding at least an hour of extra driving each way. Hawaii Gov. David Ige has issued an emergency proclamation to allow responders to arrive quickly or limit access as needed. If lava does cross the highway, the Hawaii National Guard can help plan for alternatives and try to set up bypass routes, he said. Hayley Hina Barcia, who lives in Hilo and has family in Kona, on the west side of the island, said her family relies on the highway to see one another. “We’re looking to have to go several hours longer to go the south way or taking the north road.” Sky Makai, a Hilo resident who works in Kona, said the highway blockage would make commuting to work “way harder.” “I don’t know many people who have a four-hour commute, eight hours in a day,” he said. “So just trying to imagine that is pretty hard.” Hawaii lava flows generally move slow enough to be avoidable, but they can be destructive, according to the USGS: “They can destroy everything in their paths, including vegetation and infrastructure —which can cut off road access and utilities.” Lava flows can also cause “severe burns, abrasions, and lacerations upon contact with unprotected or exposed skin” and impact air quality by giving rise to hot temperatures and limited visibility after heavy rain, it states. Mauna Loa, which means “long mountain,” covers half the island, according to the agency. In about half of the previous eruptions, the lava remained in the summit region, which rises about 55,700 feet above its base. In the other cases, the lava spilled over into one of the rift zones, producing flows that covered broad swaths of the volcano’s lower slopes. Before Sunday, geologists had recorded 33 eruptions since 1843, making Mauna Loa among the world’s most active volcanoes. It is one of six volcanoes in Hawaii, according to the USGS. When the volcano last erupted in 1984, a fast-moving river of lava came within 2 miles of Kulani Prison before it stalled, according to the National Park Service. A few days later, another lava flow that had moved 16 miles in just four days reached the outskirts of Hilo before stopping, sparing the city, the agency reported. Joe Manchin. President Joe Biden signed legislation Friday to avoid a potentially catastrophic rail strike after Congress approved the measure this week. Biden had pleaded with congressional lawmakers to act swiftly, warning of significant damage to supply chains that could threaten the U.S. economy just weeks before Christmas. In his remarks before signing the bill, Biden said his economic advisers reported that as many as 765,000 Americans "would have been put out of work for the first time within the first two weeks of the strike alone." “I want to thank Congress — Democrats and Republicans — for acting so quickly. I know this was a tough vote for members of both parties; it was a tough [vote] for me. But it was the right thing to do at the moment, to save jobs, to protect millions of working families from harm and disruption and to keep the supply chains stable around the holidays,” Biden said before he signed the bill into law. The agreement, brokered by the Biden administration in September, provides rail union members with an immediate 14.1% wage increase that will grow to 24% by 2024. It also provides more health care benefits and an additional day of personal leave. Congress can block a strike and impose labor agreements under the 1926 Railway Labor Act, which aims to prevent the interruption of interstate commerce during labor disputes. Biden had pressed lawmakers to pass the measure after railway workers vowed to strike if an agreement couldn’t be reached. “Without action this week, disruptions to our auto supply chains, our ability to move food to tables and our ability to remove hazardous waste from gasoline refineries will begin,” Biden said. The Senate, which required 60 votes, passed the bill 80-15 on Thursday, with Sen. Rand Paul, R-Ky., voting present. The Senate acted quickly, only one day after the bill was approved in the House with broad bipartisan support. The Senate voted down an amendment, 52-43, championed by Sen. Bernie Sanders, I-Vt., that would have added seven days of paid sick leave for rail workers to the deal. “Let me be clear: This struggle is not over,” Sanders said after the sick leave amendment failed. “At a time of record-breaking profits for the rail industry, it is disgraceful that railroad workers do not have a single day of paid sick leave.” Biden said before signing the bill that he would continue to press for such provisions. "I know this bill doesn't have paid sick leave these rail workers and frankly every worker in America deserves," he said. "But that fight isn't over." "I've supported that fight for a long time. I'm going to continue that fight until we succeed," he added. Some progressives and even multiple conservatives opposed the legislative fix, brokered by the Biden administration in September, with some citing union opposition. Four of 12 railway unions rejected the deal, and Biden called on Congress to intervene after talks between workers and their employers appeared to stall. “Working together, we have spared this country a Christmas catastrophe in our grocery stores, in our workplaces, and in our communities,” Biden said in a statement after the Senate passed the measure. “I know that many in Congress shared my reluctance to override the union ratification procedures. But in this case, the consequences of a shutdown were just too great for working families all across the country.”

After it botched the 2020 caucuses, Iowa is set to lose its coveted first-in-the-nation status. But Biden's recommendation that South Carolina go first quickly led to internal divisions. President Joe Biden is recommending that South Carolina, the state that lifted him to front-runner status in the 2020 primaries, kick off Democrats' 2024 presidential nominating contest, according to a top Democratic source familiar with the plan. In doing so, he has set off a frenzied scramble among competing early states that are apoplectic over the proposal. The proposed order would do away with the Iowa caucuses' leading things off. Instead, South Carolina would go first, followed by New Hampshire and Nevada on the same day, trailed by Georgia and then Michigan, according to two senior party officials. The plan drew howls from New Hampshire Democratic Party Chair Ray Buckley, who first told NBC News that his state would be the first primary contest no matter what. The Democratic National Committee "did not give New Hampshire the first-in-the-nation primary," Buckley said. "It is not theirs to take away. We will be holding our primary first." South Carolina, however, was elated. “It appears Joe Biden is not just trying to transform America, but he’s attempting to transform the way we elect presidents, and his impact is going to be felt for generations to come,” South Carolina Democratic Party Chair Trav Robertson said. The White House set out a plan, first reported by The Washington Post and confirmed by NBC News, in which Biden asked for a schedule that had South Carolina's primary first, followed by New Hampshire and Nevada a week later and, after that, Georgia and then Michigan. In a letter Thursday to the DNC's Rules and Bylaws Committee, Biden, who did not specify his preferred order of states, wrote, "For decades, Black voters in particular have been the backbone of the Democratic Party but have been pushed to the back of the early primary process." He also said Democrats "should no longer allow caucuses as part of our nominating process," dealing an expected blow to Iowa. NBC News reported earlier in the day that officials were poised to drop Iowa and move up Michigan in their presidential primary calendar starting in 2024, according to several Democratic officials involved in the process. Sen. Jeanne Shaheen, D-N.H., called the White House plan “short-sighted” and vowed Thursday to stay the course on the state’s tradition of holding a first-in-the-nation primary, citing a state statute dictating that New Hampshire must hold its primary seven days before any other state. “It’s a shame the White House’s short-sighted decision risks splintering attention from candidates, denying voters crucial opportunities to connect with candidates and hear their visions and policy priorities,” Shaheen said in a statement. “As frustrating as this decision is, it holds no bearing over when we choose our primary date," she added. "We look forward to hosting candidates in New Hampshire for the 2024 presidential primary.” Party members debating the future of their nominating process have been anxiously waiting on word from the White House ahead of a key meeting Friday. The reshuffling, which party insiders expect to be formally proposed at a DNC Rules and Bylaws Committee meeting that starts Friday, is aimed at simultaneously enhancing the influence of nonwhite voters in the nomination process and ensuring Democrats pick standard-bearers who can compete effectively against Republicans in battleground states. “I want our primary process to reflect the direction of our party,” a committee member said. Michigan offers racial and ethnic diversity, as well as a mix of urban, suburban and rural voters, this person said, adding, “Iowa just doesn’t have that.” Final ratification will not take place until the next meeting of the full DNC early next year, but the White House endorsement paved the way for the new plan and the elevation of certain states. After news of the proposed state order emerged, Democratic Rep. Debbie Dingell of Michigan indicated she was pleased that her state was being included in the first five contests, while pointing out that finalizing the list is still weeks away. "This isn't done," she said in a phone interview, noting that it is "going to be tough" to get it through the full DNC. Michigan, which had been seen as a leading contender for weeks, is a Midwest battleground state, critical to Democrats’ so-called Blue Wall, and it has the racial, economic and geographic diversity Democrats said they are looking for. It is also far larger than any of the other early states. Democrats also flipped the Michigan Legislature, and Gov. Gretchen Whitmer won re-election last month, ensuring state support for the new primary date. The state Senate voted Tuesday to move the presidential primary to the second Tuesday in February, a month earlier than its current date. "It's something that people have been pushing for for a long time. I think it'd be great for our state. I think we'd be a great fit," Rep. Haley Stevens, D-Mich., said Thursday. While Nevada was on the list to keep its spot as first in the West, top political and party officials in the state were disappointed it was not first overall. Nevada Democrats were perhaps most aggressive in their attempts to supplant New Hampshire as the first primary. Democratic Sens. Jacky Rosen and Catherine Cortez Masto of Nevada voiced their opposition to Biden’s recommendation, highlighting their state’s status as a presidential battleground, unlike deep red South Carolina. “We strongly believe the first presidential nominating contest should be held in a competitive, pro-labor state that supports voting access and reflects all of America’s diversity — in other words, a state that actually aligns with the DNC’s own priorities for updating the calendar,” the senators said in a statement Thursday night. “This proposed new order for the early states disregards the broad coalition of national organizations and leaders calling for Nevada to go first, and instead elevates a state that doesn’t meet the criteria to start off this process.” “We hope this proposal is amended and improved to address these serious concerns,” they added. In an earlier interview, Cortez Masto said Nevada is "a microcosm" of the U.S. “You can come into this state when you’re running for president and [if] your message resonates and you win Nevada, then that messaging is going to carry you through the rest of the country,” she said. Dozens of other states submitted bids to join the early states, which are given permission by the Democratic and Republican parties to hold their nominating contests before the rest. Democrats have been revisiting their calendar since 2020, when Iowa Democrats botched their caucuses, a debacle that followed years of criticism that the increasingly Republican state is too red politically and too white demographically to play such a critical role in selecting Democratic nominees. In his three White House runs, Biden has never performed well in Iowa. He flamed out in the state in 1998, won less than 1% of state delegate equivalents in 2008 and came in fourth in 2020. As president and leader of his party, Biden, whom most expect to run essentially unopposed for the Democratic nomination in 2024, carries weight. potential shortage of clean drinking water for millions of households that rely on publicly owned water systems. Treatment plants use chlorine and other chemicals to clean the water that eventually flows out of the tap, and the vast majority of those chemicals are transported around the country by rail from factories to distribution centers. “A stoppage of rail service in the United States would have a catastrophic effect on the ability of water utilities to treat drinking water and wastewater and to perform other water treatment services,” trade groups representing the water sector said in a letter to the White House this month. “This would present a significant threat to human health and to the health of the environment.” Even the threat of a strike risks disrupting deliveries. Because chlorine is a hazardous material, companies have said they will start winding down shipments as early as a week before a possible strike to ensure no chemicals are left on the railways when operations would shut down. In September, when there was another threat of a rail strike, there was a steep drop-off in chemical shipments the week before. Food supply About 25% of grain in the U.S. is transported by train, and food producers ship 1.2 billion carloads a year of grain products, such as flour, soybean oil, meal, distillers grains and ethanol, according to the National Grain and Feed Association. Not being able to move such products would cause a drop in U.S. food exports when countries increasingly rely on the U.S. food supply after the disruption of exports from Ukraine. It would also limit ranchers’ ability to feed their livestock, with some regions relying solely on rail for their shipments of grain, said Michael Seyfert, the president and CEO of the National Grain and Feed Association. “We can’t have our exports dropping due to a rail strike, and we also have a number of areas of the country where livestock producers have to ship in their feed via rail. It’s really the only way they can get it, so we’d have severe shortages of feed in a very rapid period of time,” Seyfert said on a call with reporters. Farmers and grain producers are trying to pre-position supplies to prepare for a shutdown, but they are constrained by limited storage space, Seyfert said. Grain processors typically have three to 10 days of storage availability, after which they would have to stop production until the products are moved out to the mills or ethanol refineries. A strike would also disrupt the distribution of fertilizer used on crops, as about half of the fertilizer in the country is transported by rail. Like chlorine, fertilizer is a hazardous material that would have to be moved off the railway system starting next week if there was the possibility of a strike. For each day of the strike, it would take five to seven days for the supply chain to catch up given the limited storage at production facilities, said Corey Rosenbusch, the president of the Fertilizer Institute. “If this is not resolved quickly, fertilizer manufacturing would have to be curtailed,” Rosenbusch said on a call with reporters. “This would be absolutely devastating for fertilizer distribution.” A strike wouldn’t have a significant impact on holiday shopping, because most retailers have already stocked their stores, warehouses and distribution centers for the holiday shopping rush. But it could cause major disruptions throughout the supply chain, particularly at seaports. When cargo comes into the U.S. on ships, it is often unloaded onto trains that take the containers to distribution points to be further transported by trucks, retailers have said. With railways shut down, the country could return to scenes like those seen last year, when containerships were lined up offshore, unable to get into ports to unload their goods, leading once again to empty store shelves and U.S. manufacturers’ being unable to get the parts and components they need from overseas. “A rail strike, coupled with historically high levels of inflation, could wreak financial havoc and inflict catastrophic harm to American businesses, workers, consumers and the U.S. economy," Matthew Shay, the head of the National Retail Federation, said in a statement Monday. "We are in peak holiday shopping season, and it is essential that retailers and other businesses are able to rely on these vital supply chain partners." A rail shutdown could once again drive gas prices higher just as oil has dropped to its lowest level since December because of the disruption it would cause to the shipment of ethanol, which is used in the vast majority of gasoline consumed in the U.S. “Shutting down our rail system even for one day would have a significant impact on U.S. gasoline supply and could lead to higher prices for American consumers and businesses ahead of the holiday season,” Mike Sommers, the head of the American Petroleum Institute, told reporters Tuesday. More than 70% of ethanol is transported by rail, and 25% of grain gets to ethanol processing plants by train, according to the Renewable Fuels Association. “Our country’s ethanol producers rely greatly on the railroads to move their products to market, and if the nation’s trains stop running, the nation’s ethanol biorefineries stop running too,” RFA President Geoff Cooper said in a statement Tuesday. “We need a resolution quickly so the 400,000-plus jobs supported by our nation’s ethanol industry, and the rural economy itself, will not suffer the dire consequences of an interruption in rail service.”

Jurors found all five Oath Keepers on trial guilty of obstruction of an official proceeding in the most serious Jan. 6 case brought by the Justice Department so far. WASHINGTON — A federal jury in Washington on Tuesday found Oath Keepers founder Stewart Rhodes and Kelly Meggs, another member of the far-right organization, guilty of seditious conspiracy in connection with the Jan. 6 attack on the U.S. Capitol, a victory for the government in a case that involved a rarely used Civil War era statute. Three other members of the group who were on trial alongside Rhodes and Meggs — Jessica Watkins, Kenneth Harrelson and Thomas Caldwell — were found not guilty on the seditious conspiracy charge. All five defendants were found guilty of obstruction of an official proceeding and aiding and abetting for their actions on Jan. 6, 2021. The seditious conspiracy charge carries a maximum sentence of 20 years in prison. Rhodes' attorneys said they plan to appeal that conviction. The seditious conspiracy case is the most serious to grow out of the Justice Department's sprawling investigation into the U.S. Capitol attack. The two seditious conspiracy verdicts were wins for the department, which has brought forward the relatively rare charges against a number of Oath Keepers, as well as members of the far-right Proud Boys. Attorney General Merrick Garland lauded the work of prosecutors and federal agents, saying in a statement that the Justice Department "is committed to holding accountable those criminally responsible for the assault on our democracy on January 6, 2021." The not guilty verdicts for three of the defendants could be seen as a sign that jurors did not think the Justice Department proved that Harrelson, Watkins and Caldwell had planned ahead of time to storm the Capitol. Caldwell's attorney, David Fischer, called the seditious conspiracy acquittal a big win for his client. "It obviously was a major victory for Mr. Caldwell...and it was just as obviously a major defeat for the Department of Justice," Fischer told reporters outside the courthouse. Crowds in some of China’s biggest cities, angered by a deadly fire in the western Xinjiang region that they said was made worse by Covid restrictions, blocked roads, chanted slogans and clashed with security personnel, who made multiple arrests.
